A little while back, I wrote to the leader of Waltham Forest council expressing my concerns, and got back what looked like a form letter, by email. I also wrote to my MP, Harry Cohen, asking him to express concerns in some appropriate directions, and today - just over two weeks later - I got back a response.

"I wrote to the leader of Waltham Forest council on your behalf, here's a copy of what they replied."

It's word-for-word the same.

Yeah I got form letters back when I wrote to the head of arts and the council leader too (email but with my home address). Neil Gerrard replied that it wasn't his place, as MP, to interfere with council matters :/

You could try replying with something like " I am concerned that a 'bot is replying to residents letters; how can my MP and I recieve exactly the same letter which only vaguely about the issue in hand?"
Or you could write to your local newspaper...
