The voluntary sector is tiny, and very much dependent on state support - either by direct funding, or because the state creates the conditions which let people feel secure enough in their income to give some away. Charitable contributions were already shrinking fast before anyone started talking about cuts, purely due to the recession. And as far as I'm aware, for almost any charity of any scope the bottleneck is very much funding rather than the number of volunteers, even skilled volunteers, that are available.
