Reading the report, I'm fairly sure there's international laws which should apply, not least as they say "Consideration should also be given on the effects of the Basel Convention on the Transboundary Movements of Hazardous Wastes and their Disposal".
Indeed. I believe the Aarhus Convention precludes the 'that's the blokes we hired, nowt to do with us, guv' defence...
